Duties and Responsibilities
BACKGROUND
The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
The Land, Shelter and Housing Section at UN-Habitat hosts the Global Land Tool Network (GLTN) Secretariat. GLTN is mandated to develop, test and disseminate pro-poor and gender responsive land tools and approaches within the continuum of land rights framework. Established in 2006, GLTN is a coalition of 80 international partners concerned with rural and urban land issues, working together to contribute to poverty reduction and sustainable development through promoting secure land and property rights for all, demonstrated through country-level interventions.
In the past years, GLTN has been expanding its work on advancing women housing, land and property rights in conflict-affected countries where women face multiple obstacles in accessing land: practical, legal, political, economic and cultural. Enchaining equal access to land and tenure security of women is crucial for poverty reduction, as well as for triggering broader social and economic development, and for their enjoyment of human rights, peace and stability. Although progressive legal measures regarding women’s rights exist in certain countries, there’s no adequate capacity to overcome the male-biased customary systems and the discriminative practices that still persist.
The key aspects of the GLTN work in this context comprise good land governance, capacity development and awareness-raising on the correlation between women’s land tenure security and empowerment, supporting land-related project implementation, disseminating gender responsive land tools, and land sector coordination. The aim of this consultancy is to deliver specific technical outputs contributing to the implementation of the UN-Habitat portfolio on Women Housing, Land and Property Rights, focusing on Somalia, using context and culture specific approaches.
Under the overall leadership of the Land, Shelter and Housing Section of UN-Habitat and the oversight of the Somalia country office, the consultant will report to the Human Settlements Officer who is leading the land and conflict portfolio.
RESPONSIBILITIES
The aim of this consultancy is to implement activities related to the promotion of women’s land rights in Somalia. This involves the planning and implementation of women’s land rights related activities such as undertaking capacity development and training events and workshops, developing and adapting training materials, develop documents and papers, conduct research assignments and analysis, prepare concept notes and programme documents, and implement other specific activities within the women HLP Rights portfolio.
The consultant will be expected to deliver the following outputs:
- Awareness raising on women’s land rights. This includes organizing national and state level debates on women’s land rights and supporting religious, traditional and women leaders regarding women’s access to land and inheritance rights.
- Women’s land rights related documents. This includes developing, reviewing and providing inputs on documents and processes related to land from the gender perspective.
- Capacity development on women’s land rights and for improved dispute resolution. This includes developing and adapting existing training materials, writing concept notes, developing programs and organizing capacity development and training events with minimum supervision and technical support for land dispute committees and formal justice mechanism and other relevant stakeholders.
- Preparing visibility and promotional materials.

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in : sociology, public policy, law, urban development, international development, land administration and management, urban planning or related social sciences with a strong background on gender topics. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of 6 years of working experience in the land sector, human rights, gender, international development, humanitarian assistance or related areas is required.
The person must have proven experience and an understanding of land governance concepts; gender related land-issues; initiatives on improving women’s land rights and land governance and Islamic law.
Solid field experience and capacity to work independently
Working experience with national or international development agencies is an asset.
Language: English and French are the working languages of the United Nations. For the post advertised, fluency in in oral and written English and Somali is required.
