Emerging Recommendations from the Third Arab Land Conference
The Third Arab Land Conference, held from 18-20 February 2025 in Rabat, Morocco, convened over 430 in-person participants and more than 7,000 virtual attendees, reflecting robust regional and international engagement on land governance. Delegations included 44 government representatives from 12 Arab countries, alongside civil society organizations, private sector actors and international partners.
Through intensive multi-stakeholder dialogue, the Conference generated comprehensive policy recommendations organized around nine strategic themes: land management in conflict and crisis, women and land, food security and climate change, land-based financing, land sector innovation, knowledge and information, technology-driven data collection, land for housing and sustainable urban development and civil society and youth engagement.
The recommendations emphasize integrated approaches combining legal reform, institutional capacity building, technological innovation and inclusive governance to advance land tenure security, mobilize land for housing and sustainable investment and strengthen climate resilience. Key priorities include protecting housing, land and property rights of displaced populations, advancing gender-responsive legal frameworks, promoting climate-resilient agriculture, scaling land-based financing mechanisms, accelerating digital transformation of land administration systems and empowering youth and civil society in land governance.
These recommendations reflect the collective expertise and diverse perspectives of government officials, civil society representatives, technical experts, community stakeholders and international partners, providing a strategic roadmap for advancing inclusive, resilient land governance across the Arab region.
