Risk Analysis for Housing, Land and Property (HLP) Rights: Technical Guidance Notes

This Guidance Note on HLP Risk Analysis outlines a contextinformed methodology for identifying, evaluating and treating risks to housing, land and property rights in Syria such that humanitarian and development programming can mitigate HLP risks and prevent future land-based conflict.

This Guidance Note is primarily intended to advise UN actors and agencies as well as international and national NGOs undertaking humanitarian or development programming in Syria. The Note will be especially valuable to organizations conducting land-based programming and those included in the HLP Technical Working Group in Syria.
