Rebuilding the Rubble: Post-conflict land Tenure Challenges and Opportunities in the Gaza Strip
This paper was prepared by the Norwegian Refugee Council (NRC) for a presentation at the 2015 World Bank Conference on Land and Poverty. The article focuses on the challenges and opportunities for improving security of tenure for Palestinians in the Gaza Strip against the backdrop of the recent war, and the depressing task of rebuilding once more.
Following an overview of the recent conflict, humanitarian needs, and political context, the paper examines the system of land administration in Gaza, and argues the needs of internally displaced persons may actually present opportunities to promote tenure security.
