This Guidance Note on the Application of the Social Tenure Domain Model (STDM) in Syria contextualises fit-for-purpose land administration principles to the national context, presents STDM as one of the key fit-for-purpose land administration tools that could be introduced, and describes few selected possible applications for its deployment. 

These possible applications are: collecting and georeferencing housing, land and property claims and supporting evidence, preventing further HLP violations, and supporting humanitarian and early recovery activities with information on land ownership and housing, and land and property rights, including rehabilitation of housing (and commercial buildings), debris management and clearance of ERW/UXOs. STDM can also be used for interventions beyond the scope of humanitarian interventions, including the registration of informal housing, land and property rights, the implementation of the master plans, particularly when using land readjustment, and land consolidation in rural areas.
